CSEA Connection: Education and Health Care Protection Act

Four years ago Proposition 30 passed to provide funding for Education.  It helped to stop deep cuts that had impacted so many students, faculty and classified employees. However, the temporary sales tax increase provided by Proposition 30 expires at the end of this year and the temporary increase in the state income tax for high wage earners expires in 2018.  Governor Brown’s budget forecasts show that without the funding currently provided by Proposition 30, the state will have a $3 billion deficit and the cut in school funding will be nearly $5 billion.

We can avoid these cuts by passing a new initiative that will replace Proposition 30.   The Children’s Education and Health Care Protection Act will continue a higher state income tax rate on only the top 2% - individuals earning $250,000 per year and couples earning $500,000.  This will raise between $8-11 billion per year. 

While Education is our first priority, we recognize there are also other needs.  This new initiative first provides for the full funding of Education under Prop 98.  Any money available after Education is fully funded will go to health care for seniors and low-income children, up to a maximum of $2 billion per year.  Any money after that will go into the state’s Rainy Day budget reserves.

There is a resolution prepared by Guild, CSEA and ASGCC presidents that will be submitted to the Board of Trustees at their meeting for adoption.
